Cards With Fixed Balance Transfer Fee

Anyone have a MBNA WorldPoints Platinum Plus Visa Card?

*****o everyone I am new to this forum and I was wondering about this card. I have never heard of it before and I was wondering if anyone can give me some feedback on it. My credit score is 695 or better as of last month’s credit check from a major purchase I did recently and WP MBNA Visa sent be this offer I guess because my credit rating has improved. So far, what I know about the card is that upon credit approval you can be selected for the platinum plus account at a standard APR of 7.9%(does standard mean fixed?) or 13.99% for preferred accounts. What I was looking at was their balance transfer rate which upon credit approval of course you can have an introductory APR rate of 0% on cash advance checks and balance transfers until Sept. 07. Of course, they apply the lowest APR to the lowest balance first which would be my Chase Cash Rewards Visa($1000 credit limit I have had the card since August 2005) which my introductory period of 0% interest will end in August and I will have to start paying an interest percentage rate of 14% or higher (variable rates) each month. I also read that if I do an cash advance check with MBNA that there is a 3% transaction fee or no less than $10. My other card is Chase Platinum Visa($2000 credit limit I have had the card since July 2005) and at the end of this month I will have to start paying an fixed interest rate of 11.74% or 12.74% (I forgot which amount) each month. Additional information that I want to add is that I do have(I know this is bad) more than 50% of the limit on both cards used up but my $1000 card only is over my 50% limit by $100. If I do go on and try to get this card and I get approved for the 7.99( I hope) or 13.99 should I do a balance transfer for my $1000 limit card(of course I would have to bring it back down to $500 to try to get a better APR right?) because it has variable interests rates attached to it and is it too late to do a balance transfer for my other Chase card since my fixed rate will start at the end of this month or in August? How do I go about doing this since I have never done an balance transfer or cash advance before and or there any other cards out there that would give me a better deal?

P.S. Sorry for all the questions I hope I did not confuse anyone lol ?
